What it is
Administrators decide which discovered models are enabled, what they are called, who can use them and what they cost. Users see a catalog of cards with health, price, context window, speed and activity for the models they may use.

- Discovered models start pending; a model needs a rate card (a saved $0 counts) before it can be enabled
- Rename any model; the display name becomes its routing name and the original keeps resolving
- Names are normalized to lowercase identifiers and matched case-insensitively
- One edit drawer for alias, context window and all five rates, with per-field sources and resets
